(Reeeived Dee. 31, 9.30 a.m.) LONDON, Friday. A cable on Thursday stated that
alarming rumours were current at Vladivostoek regarding tension between China and Japan at Tunghwa. Th e "Times" correspondent at Pekin states that the Viceroy of Manchuria has wired to the Pekin ■Government reporting that the situation 'there is daily becoming more critical, and asking that, it be decided at once how he is to deal with it.
He points out that Japan has been secretly making plans and .sketches of all the important points of -defence, pouring troops into Maneh'Uria, and enlisting bandits for military service.
In view of these disquieting', reports several high .officials have been despatched >to Manchuria to investigate. Railway matters are at the bottom of th e immediate trouble. The Chinese purpose starting a railway from Hailung-Chengr 'to Kaiyuan in order to . connect with tire South Manchurian railway which is under Japanese control. The Japanese'' regard the move with suspicion and allege that it will affect their interests. China complains that Japan in many ■ways has interfered with her sovereign rights in Manchuria.
