LAND SETTLEMENT FINANCE BILL

ALLEGED BREACH OF PRIVILEGE BILL HUNG UP. (By Telegraph.) (From Our Parliamentary Reporter.) WELLINGTON, Thurs. An amendment made by the Legislative Council by striking -out sub-section 7 of section 8 of the Land Settlement Finance Bill produced an objection by Mr. Massey in the House of Representatives this afternoon. He contended that there had been a breach of privilecte in the excision of a money clause. The House decided to send a message to the Council pointing to the breach of privilege. Mr. Fraser raised a question that 'he amendments made by the Council introduced an element of doubt about the joint, and several liability of members ■of a Land Settlement Association. The Prime Minister read an opinion of the Solicitor-General that under the Bill in its present form each member was liable &•„•:■ his own eo'ction and there was no joint liability. The individual settlers would be no more liable for the debts o- the Association than the citizens of Wellington would be liable for the debts of the Citv Council. Mr. Fraser: Who is liable? The Prime Minister's reply did not clear up Mr. Eraser's query. Mr. Allen moved that the House should disagree from the Council's excision of sections 7 and 8 ; but his proposal was defeated by 44 votes to 23. Mr. Poland objected to the Council's deletion of section 10. which stipulated ,; It shall not be lawful fee any person at any oho time to hold or to have an interest (otherwise than as mortgagee) in more than one allotment of land acquired under the principal Act." Sir Joseph Ward said that this sectioa would net be workable if that proposal agreed to. On a division being called by Mr. Poland his proposal was carried by 40 otes to 26. Sir Joseph Ward then indicated that he would not proceed further with the Bill, and the debate was adjourned .
