There were further surprises when tbe House of Lords met tc-day. Lord Lansdowne announced that the Lords had been ready -rv-itli their solution of the Second Chamber problem, wiiieli vas the. reduction of membership and ih-e abolition of the hereditary principle. The new House of Peers slould consist of adequate representation of the best elements of the existing Houses reinforced from outslue. As the conference had failed l' Government sfcrould proceed in Parliament with the Bill. Lord Crewe said that the Government was willing, and lie would in-t-oduce -a Bill •to-night and take a second reading: this week. The House Oi Commons could then -either pass or reject it, but the .Government would not accept any amendment.
