The new House of Peers slould consist of adequate representation of the best elements of the existing Houses reinforced from outslue. As the conference had failed l' Government sfcrould proceed in Parliament with the Bill. Lord Crewe said that the Government was willing, and lie would in-t-oduce -a Bill •to-night and take a second reading: this week. The House Oi Commons could then -either pass or reject it, but the .Government would not accept any amendment.
