LEGISLATIVE COUNCIL. WELLINGTON, Wednesday. In the Council this afternoon, in reply to a qua-lion, the Attorney-General «i:.d the usual bonus to the insurers in the Government Life Insurance Department would be distributed in April or May, 1912. Til© Licensing Bill was considered ">n committee. Mr G. J. Smith, moved at clause 4 to substitute 55 per cent. for the threefifths majority to carry no license. The amendment was lost by 20 votes to 6. Clause 9 was amended making -every determination come into force at the expiration of three months after the day of the general- election. A niiiw sub)-section iwas jadfded tu clause 12, to the effect: "That if the result of a poll is that Licenses are to be restored- in a district, all the licenses existing in the d'istrict at the time when the poll is taken shall, unless sooner determined' by law, continue in force until the 30th. June next following, and then lapse." Clause 15 and 23, dealing with the result of the poll, were amended so as to "provide for an inquiry where the Attorney-General; iis eatislfied that a prima facie is established that .irregularities have been committed in connection with the poll, which might materially .have affected the result of the poll'.'' iSub-fcetion 2, of clause 29, was amended to read: "In every case onp new publican's lioerrc may at the first annual meeting after the forfeiture of a former license, or at the annua] mectin;/ at which- th.e renewal of the former license might have been granted, if duly applied for, be granted by the Licensing Committee having jurisdiction for the time being in the place where the pro niio:.3 were situated, to which the for mor license related." Clause 31, dealing with irregularities at a poll, was altered as follows : —"On the certificate of the Attorney-Genera": a Court- may review the legality of such . pell." •Sub-section 7. of clause 36—(providing that no prosecution for an offence shai bo commenced without the consent o! the Attorney-General) was struck out. The House met at 2.30 p.m. In reply to questions the Minister: stated:— That it is no-.t proposed to introdnc legislation this s-cesion providing for : universal half-holiday. Buddo moved the secont reading of the Dentists Bill, which on ; division was carried by 51 points to 10.
