A resolution was passed asking "the Government t-o make provision that -f;e Public Works Department tenders be opened in -the -presence of "the tenderers, so that unsuccessful ■tenderers. .may liavc their deposits returned immediately, tlve loaal engineer to be given a margin of per een;t. and to 'have the rigbt : to retain itvro of the lowest tenders un til t*he contract is signed.
