SECOND BALLOT PROPOSALS. NEW SOUTH WALES ENDEAVOURS TO OBTAIN FAIR REPRESENTATION. ROLL SUPERVISION ADVOCATED. [Press Association —Copxsiohi.] (Received Aug. 13, 8.40 a.m.) SYDNEY, Saturday. Explaining the second ballot proposals Mr. Wood (Colonial Secretary), ..said that the (lovernment did not wish to introduce drastic alterations in the electoral law. The object of the Rills w;ts to secure the representation of the ma jority of elect-ore in each constituency. If at the first ballot, no candidate secured a majority of the votes polled the tw'o highest would iio to the second ballot. It was proposed to extend the time between the issue of the writ and the election from 18 to 28 days, ;uid to establish a court, with the object of ensuring the purity of tho roll. Mr. McGowen said that the proposal made by the Government politically branded as cowards eleven members elected by a minority. Of these eight supported the Oovernment. After further hostile criticism the debate was adjourned.
