The "Observer" states that Lord Kitchener's return next week ,is causing a flutter in military and political dovecots, as Lord Kitchener makes no secret that he thinks that the Malta command is unnecessary and was created only to shelve him. The paper adds that his colonial investigations have made Lord Kitchener anxious to weld the force of Britain and her dependencies and to conglomerate the whole. Wherefore he is desirous of remaining in London at the head of the Imperial Defence Committee. It is expected that Lord Kitchener will inform Mr. Asquith that he will resign unless he is allowed to carry ' through his Army of the Empire scheme.
