GERMAN COMMENTS. (Received July 29, 10.25 a.m.) BERLIN, Wednesday. German comments on tie four Dreadnoughts debate in the British House of Commons show a determination not to recognise the necessity for British supremacy on the sea. Tlio liberal proposals for the linlitation of armaments are interpreted as an attempt to maintain that gupremasy wifhgut incurring additional expenditure.
