HELPING LOANS ON SECURITY. (Prom Our Own Correspondent.) WELLINGTON, Monday. During the debate on the Defence ; Conference this evening, tne Premier made two statements that, though somewhat vague, were of interest and ' importance. He stated that during next session the Government would legislate on the question of defence. They had had a scheme which he believed -would meet with the support of every reasonable member of the !' House They could not propose an - expenditure of one mililon a year for s- internal defence.
