EXTRAVAGANCE AND VIOLATION OF AGREEMENTS. [Passs association. — Ccpseiqht] (Recoived March 10, 9.40 a.m.) PEKIN, Tuesday. Dr. Morrisun, the "Times'." correspondent, has visited the Shanghai, Hangchau, and Ningpo railway. He states that the British £1,500,000 is being squandered, owing to Chinese disregarding the contract requiring British supervision and the use of British material. Dr. Morrison adds that every important stipulation in the financial contract is being violated.
