Mr Carroll states that H.M.S. Dam* brian has gone to Cook Islands with the Resident Commissioner, anticipating that the trouble at Manahiki and Rakahangu wil be settled without difficulty. The presence of the war-s-hip backing up Major Gudgeon would provide great moral force. No report was made to the British Government because the Cook Islands are under New Zealand's jurisdiction and the Commissioner has full power to deal with the difficulty.
