(Pbbss Association — Cophugjit ) THE KAISER'S "OFFER OF FRIENDSHIP." PROTEST "AGAINST BRITISH DISTRUST. LONDON, Wednesday. The "Telegraph." publishes a remark- j able interview wherein the Kaiser, speaking to a representative Enghsh_man, frankly expresses his disappoint ment at the .largo sections of opinion in Britain that mistrust his offers of friendship. He mentions that the re < peated proofs of the sincerity of his refusal to receive the Boer delegates closed the agitation in Germany, and his unhesitating refusal to listen to France'fl'and Russia's appeal to join in summoning Britain to terminate the war, save'the Republic, and humiliate England to the dust, will- be read by posterity from. the -Windsor archives. In his telegram to Queen Victoria, the _ Kaiser added,, regarding- his navy, that they must be prepared for any eventu ahties in the- Far East Only those Powers having, great navies will be lis tsned to when tho future of the Pacific r comes to be solved, and possibly Britain herself will be glad that Germany has a fleet when both speak on the. same side m the great debates of the future.
