LORD GREY ON FEDERATION.

HALIFAX, Friday. Lord Grey, in addressing the Canadian Club, said that when South Africa federated it would Be possible to look forward to a successful attempt to fedorate all the King's self-governing colonies. The time must come when Canada would assume a share of the burden of naval defences. Referring- to the All-Red route, Earl Grey rejoiced that the British Government was in earnest in its resolve to bring the distant parts of the Empire nearer the centre and make the Empire compact.
