The Bureau of the Social Revolutionary Party resolved that owing to the Government's continuous terrorism and massacres that Terrorists' acts against high offic'als ought to continue; toadvise the active boycotting of, the Duma elections, the blowing up of electoral assemblies, and the destruction -of the lists of electors. "* A fresh plot against the life of the Czar Has been discovered at St. Petersburg, and several arrests have been made.
