FRENCH AFFAIRS.
PARIS, Tuesday. The newspaper "'Debats" considers that the Franco-Spanish and Anglo-Spa*-nish agreements are for the Western Mediterranean, and part of the Atlantic adjacent to the countries concerned, what the Franco-Japanese agreement is for "the Far East. It adds that nobody but those believing that a disturbance of the status quo might benefit themselves could regard the agreement with disfavour. The • Franco- Japanese agreement has been outlined in cablegrams published. Both undertake to respect equality of treatment in China for commerce and subjects of all nations. Members of the Chamber of Deputies unanimously cheered M. Pichon's explanatory statement claiming that tho interests of Germany, Italy, and the United States had been particularly safeguarded since the agreementa wore based on the economic equality of all. M. Tarrant, Under-Secretary for the Interior, who is Deputy for Narbonne and a winegrower, has resigned. His withdrawal is likely to weaken the Ministry.
