COMPLICATING FEDERAL ISSUES. (Received 9.45 a.m.) MELBOURNE, Tuesday. Complications have arisen hetween the Federal and tho Victorian-Gnvern-ments over the proposal of "Victoiia guaranteeing the syndicate's debentures. The Acting-State. Premier claims that the Victorian Government dealt entirely with Sir John ''Forrest, Acting Federal Premier, in the matter,, while Sir John Forrest declares at- was 'a matter between the State and the: syndicate's agent. In . consequence . of ' this diifi-' culty cropping up the Acting State Pismier was not able yesterday to complete the draft cl the agreement between Victoria and the syndicate. Me Moore, Premier of Western-Aus-tralia, declares that Victoria's action with regard to the mail contract has entirely altered the position, and he does not know what course his Government will now take.
