In . consequence . of ' this diifi-' culty cropping up the Acting State Pismier was not able yesterday to complete the draft cl the agreement between Victoria and the syndicate. Me Moore, Premier of Western-Aus-tralia, declares that Victoria's action with regard to the mail contract has entirely altered the position, and he does not know what course his Government will now take.
