Mr Balfour, presiding at a fi-eat Unionist demonstration at Green's Hall, said that the failing of devolution had brought a new situation full of dangers. He feared that th-s Government having failed is its legislative proposals would endeavour to conciliate the Nationalists by administrative relaxation. Mr Birrell's theory seemed to be that the duty of dealing with violators rested with the victims of the outrage instead of with the Government as guardians of the peace. Now that the sham of devolution was exploded the naked issue was — is the country g'ing to maintain the union or be favihless thereto? They were back again to the situation of 1886, and if the issue were plainly sumMtted to the country he was convinced thai the Unionists would obtain a th'rcl victory over Home Rule. Lord L: nsdowne said the real canker in Ireland was the tyranny of illegal organisations, which were eating the country's vitals and trading on the worst passions. Mr Long declared that the enforcement of the law was tha only means of prosperity. Resolutions were carried w;ith enthusiasm which condemned the Government's Irish policy and demanded a vigorous administration of the law. The Factory and Workshop Bill has been read a third time in the Jonse of Lords. The Small Holdings ?ill has been read a second time in the Hous9 of Commons.
