Agitators in Ireland ore propagating , Lord Denman's remarks that cattle driving is not a serious crime, and have caused the failure of one prosecution. Speakin in the House of Commons, Mr Birrell, Chief Secretary for Ireland, who was^greatly heckled, declared that the Government expected owners to protect their own cattle; Mie actions of the police were merely an adjunct to such protection. Be declined to say what the owners' step's should be. ' The police tad no evidence that the surrender of farms was due to the pressure of the Irish League. The "Times" says that the Nationalists are successfully appealing >to the agianan jiassions of the peasants over a growing area in Connaught and Mtmand urging 1 them* to dfcfy the law. This will force the Government to choose between coercion and anarchy.
