THE STATUS OF MINISTERS NOT PREMIERS. LONDON, Friday. • At the Imperial Conference Sir Wm. Lyne (Australia), again raised the question of the status of Colonial Ministers who were not Premiers, intimating that they were dissatisfied, and that unless conceded the right of freely intervening in discusion they would probably withdraw. Although Lord . Elgin desired to adhere to tho limitation already denned, Sir Wilfrid Laurier (Canada) supported Sir Wm. Lyne's position. Ultimately it was decided that one Colonial Minister, beside the Premier, should be allowed the fullest rights of discussion. ■Sir Wm.
