LONDON, Saturday. i A Blue Book has been published j which shows that when Lord Elgin, Secretary of Stato for the Colonies, w*ls apprised of the letter which Sir j. A. Swettenham was said to have sent to Admiral Davis after the Kingston earthquake, he cabled to him, requesting him, if tho report was correct, to withdraw the letter unreservedly and express regret, inasmuch as it was a highly improper and unbecoming way of addressing an officer of a friendly nation engaged on an errand of mercy. Sir J. A. Swettenham, in hij reply, forwarded to Lord Elgin Admiral Davis's lettor and his reply thereto, showing but slight discrepancies with the report that had reached Lord Elgin, and requesting Lord Elgin to forward to Admiral Davis the following communication :— At the instance of the Secretary of State, I desiie unreservedly to withdraw any letter and express regret*. Sir J. A. Swettenham simultanoI ously sent in his resignation.
