..";•; '■;.. :■ LONDON, Monday. de Maartens, in a letter to 'the ; !!Times," says he considers the second Duma a failure and dissolution a bnestion'of only days or weeks. -He thinks the" only remedy will be a violation of Article 87 of the Fundamental Laws concerning the Franchise. The "Times" characterises this as counsel of despair, and hopes that the Czar andjhis advisers will not be driven to listen thereto.
