SOUTH AFRICAN LABOUR PROBLEMS.
CAPETOWN, Monday. Mr Abe Bailey, tpeaking at Krugersdorp, recommended the legislative appointment of a representative Commission to decide what class of employment shall be reserved for whites. He favoured legislation to compel the employment of the latter whenever possible.
