It; was impossible for Lord 'Elgin to instruct Lond Northcote not to assent to laws materially affectiing British trade interests until the Home Government had elicited tho opinions 'at Homo of tho conunercial classes, becaiisi; such ii course would lie incompatible with the principles of -responsible ' government.
