RUSSIAN AGGRESSION,
A week or two ago the cables advised us that arrangements had been completed at Odessa for mobilising a hundred thousand men of the first reserve, and one- hundred and eighty thousand men of the .second reserve. At the 'time it was thought that this precaiiiridn* was being taken by Russia in view of the unsettled state of the Balkans, but this view is dissipated by the later information which shows that Russia and Austria are working -together to compel Turkey to institute reforms, and with some measure of success. Now we learn from Norway that the Norwegian orces forces are being mobilised because of a fear of Russian attack. Russian designs will cause the Czar to over-reach himself and bring aboi^t trouble. The Finnish trouble is but one incident, the TurkishBalkan trouble is another. The question of the passage of the Dardanelles is a live one ; then we have the Persian 'question and the Chinese question, in all of which Russia shows an aggressive attitude.
