FULLER DETAILS OF THE WILL.

LONDON, April 7. The will of the late Eight Hon. Cecil Rhodes, dated Ist July, 1890, with codicils dated January 18th, 1902 (tho latter relating- to family and Gorman bequests), deals n-iih .£6,000,000 sterling, mcludiug £2,000,000 bequeathed to education, Regarding his final resfing place, the testator declares : "I admire th 9 grandeur and loneliness of Ibe Biatoppo Hills and desire to be buried on the hill I called ' View of the World.'" He bequeaths .£4OOO annually to preserve the grave and transform the hill into a State burying ground for persons desorving well of their connl ry after the federation of South Africa, and to establish a Bulawayo Park. The sum of .£2OOO annually is |bequeathed for an Irrigation, Forestry, and Agricultural D|uart tnent in Masbonaland. Groote Sehurr, Mr Rhodes' house at Kondeboscb, ncr Capetown, is left as a residence for the Rremier of Federated South Africa, with £1000, per annum for the upkeep of horses, carriages and servants. The grounds are in the meantime to be used as a public park. Deceased further leaves £100,000 to Oriel College, Oxford. This includes £40,000 for the extension of the college buildings, the remainder being for the improvement of the income and comfort of Fellowships and general repairs. The deceased emphasises the importance of the residential aystini, and confers the following endowments for colo nial scholarships at Oxford ; Twenty to be filled annually of the yearly value of £300, tenable for three years by male students—three from Rhodesia ; one each from the South African, Steilenbosch, Diocesan, St. Andrew's, and Grabaiustown Colege Scho Is ; one each from Natal, New South Wales, Victoriia, South Australia, Tasmania, New Zealand Ontario, Newfoundland, Quebec, the Bermudas, and Jamaica. Two similar scholarships, one to be filled yearly, to each of the forty-tive states and seven territories of the United States of America. Fifteen similar scholarships of f 250 per annum, for Gorman st udents nominat ted by the Kaiser in recognition of the promotion of the study of English in Germany. The will in referring to the American and German bequests, says ;—" A goodl understanding between England, Germany and America would tecare the peace of the world. Educational relations form the strongest tie" Tho scholarships are free from any religiojis or racial test It is provided that in allotting the scholarships tha bases must be 30 points per cent for literary and scholastic attainments, and 20 per cent for Bports. The schoolmates of tho successful candidates are to ballot up to 30 poyits for qualities of manhood, truth, and courage. A similar ballot is to be made up to 20 points for the qnalities of moral force and character, based upon the report of the headmaster of the school. The total number of scholarships is 175. " v
