The Government, Sir Joseph Ward went on to say, did not intend to release the Hara boor Board from its obligation to the ' colony, but, recognising that the Board . waß doing it« best nnder somewhat adverse circumstances, Ministers wanted " to help it all they couid by giving it time \ t j pay its debts.
