VIEWS OF SIR GORDON SPRIGG. (K ceived July 18, 9-10 a.m.) JAPETO-VN, July 17. Sir Gordon Sprigp , Promier, addressing the Vigilance Oommitree, said the situation at the (Jape was now brighter than at any time during the war. Communications were passing betwe3n Loid Kitchener and the Cape Ministry, the result of which would end warfare. It had been impossible to summon the burgher forcbs of the Dutch, a3 they were untrustworthy and often rebels at heart.
