LADIES AND GENTLEMEN,— Should you do me tbe honour of electing me to one of the seats of the Nelson Harbour Board, I wish to state 'hat I am in favour ot making a new and permanent entrance to our harbour, so that vessels or steamers of any size or tonnsge may err'.ve or depart at any time of the tide. As Mr Reynolds' plans have been adopted by the Government, I am prepared to supDort thet scheme. As an adv:ca"te for the progress of the city and district, if I am NOT elected I consider it my duty to give every assistance to those gentlemen wno will be elected to carry ont plans for the improvement of our harbour, and sincerely hope tbat the electors of the city and surrounding distr'cts will vote fo- the the loaD, and give the new Board every assistance tnd support. 1 remain, yours truly, B. H, MOLLER. NELSON HARBOUR BOARD ELECTION. TO THE BURGESSES OF NELSON. X AIIES AND GENTLEMEN,— As there is a very reasonable demand on the part of the ratepayers that they should know the views of the candidates asking thoir suffrages for election to the Nelson Harbour Board, 1 desire briefly to submit my opinions as one seeking election for a City seat, lhe Nelson Harbour Improvement Act is essentially the outcome of an urgent need for harbour impro rement. This need is shown by comparisons between the state of the harbour and entrance iv the past and the present ; by the expert opinion of the Pilot and Harbourmaster gi ven two and a half years ago, that the entrance was shoaling; and by the fact that at the wharf ocean-going vessels when not fully loaded have had their keels in silt. Consequently, unless both the Act and i the Board are tobe inoperative, the chief, and for the present the only, function of the Boa' d should be to devise means of improving the harbour as speedily, yet as carefully and economically, as possible. The alternatives are two — (1) To waste money in temporary and "tinkering" improvements of the present entrance by expend lure on dead work, Bitch as dredging, which will have to b 6 done over and over again at considerable annual cost, Or (2) To faco the issue boldly and farsightedly with coufidenco in the future de.-tinyof Ihe city and district, and ad-. vise the ratepayers to sanction a loan sufficient to carry out au approved scheme of couiplste harbour improvement. I am in favour of the latter and holder course, and pledge myself, if elected, to advocate that the first duty of the Board shall be to Eeek the vote of the ratepayers on the issue whether the money needed for permanent improvement shall be borrowed or otherwise. By that means it will be decided as early as possible whe-' ther the Board shall exist as a live local body, or be virtually inoperative. I am opposed to " tinkering" with temporary and makeshift expedients, and I am also opposed to frittering away time and money by indefinitely delaying the ultimate appeal to the ratepayers for tbe sanction or refusal of a harbour improvement loan. Finally, with a full realisation of the disastrously indefinite postponement of 1 projects for local advancement elsewhere duo to differences of opinion and the rivalry of opposing schemos, sites, etc., I advocate that a scheme of harbour improvement, devised by an expert engineer who stakes his professional reputation on tho result, and approved by tie Government, be accepted. Its details should be carried out in due time deliberately with economy and intelligence, but without deviation from original plans unless such deviation be justified by reasons abundantly shown to ba satisfactory and sufficient To sum up, I disapprove altcgether either of tinkering with temporary ap.d 1 in the long run costly expedients $,nd (makeshifts, or interfering without full I and competent advice from professional I I experts with the design of the engineer I whose Bcheme may be adopted.
