TO THE BUBGESSES 0^ NELSON, LADIES AND GENTLEMEN — Che late agitation fcr Harbour improvement -culminating in the employment of two tmireDt marine engineers, who have submitted plans and reports on the best method of improving— the assent given by Parliamen o the "Nelson Harbour Board Act"— the fact (as I understand) that the Government Engineers have decided on one of the larger schemes — led me to the conclusion i hat such straight, businesslike proceedings I would have pointed the issue to yon clearly enough as to the first duty of the Board when constituted. As, however, it has been suggested that candidates Bhould clearly set forth " the faith that is in them," I will briefly etate my views. 1. That the Board, after appointing a Chairman, proceed forthwith to take a poll of the district regarding the loan. And just here I would observe that with the present revenue of over £3500 per annnm, ratepayers aie practically safe from being taxed specially to meet the interest thereon, astumiDg absent is oiven ; then 2. That the scheme appioved by Government must be adop'ed by lhe Board, and the author of said scheme should have the sels control of carrying his plans to a conclusion. This to avoid anything like cavil ns to deviation of any kind or misinterpretation of specifications by a third person, and it would be the strongest guarantee you could have for a successful issue, inasmuch as the author's reputation as a marine engineer would be publicly at stake. 3. That if the harbour improvements indicated can be successfully carried out for i 60,000, there should be no hesitation on the part of anyone havng the t«ue interests of Nelson at heart freely giving her or his consent to provide means for t c immediate proeecittion of such an ihp ortant work. * m M, M, WEBSTRB.
