The recent statement of the British Secretary of State for the Colonies at, Leicester that an unwritten alliance or undewtanding now exists between Great Britain, the United States and Germany. jis being much discussed. ' The American newspapers deprecate Mr Chamberlain's utterances as an instance of over-rash zeal. The newspapers of Berlin explain that there is no alliance between Great Britain and Germany, but only an understanding of a local character. The "Times" commenting on Me Chamberlain's reference to the unwritten alliance between Great Britain and Germany, ror general purposes would be ex. ceedmgly difficult, and would possibly prejudice the British Empire.' of the English newspapers approve of Mr Chamberlain's threat against France, or of the alliance with Germany and America. Several of the Government organs explain that Mr Chamberlains speech displays an ignorance of Generally speaking the newspapers are ruiresponsive as regards the proposed Lord Roseberry complains thathitherto owing to the excessive flouting of foreign nations, it was not surprising that Great Britain was unpopular. '" It was a need, less descent to the gutter," he says, "to pick up the 'derelict Press and find a mo. fave for our-policy therein."
