Tbe German newspapers, commenting oh the notfication, say that Great Britain admits that the Boers are not rebels, and add that all Germans mutt remain strictly neutral. Th* Russian •newspapers declare that the Poweri are now able to send officers to the Tranavaal, and at«o to choose a fitting moment to intervene.
