AGUINALDO'S TERMS REJECTED. MADRID, February 8. Ihs Spanish Government haa refuaed to consider Aguinaldo's oifer to ransom the Spanish prisoners held by him for 500,000 dollars and to surrender a large quantity [of guns and ammunition, believing that for Spain to do so would ba an infringement of the treaty with the United States. [The treaty provides that America shall undertake to recover and return to Spain at Amorican cost, all Spanish prisoners in the hands of the insurgents.J
