[United Press Association.] LONDON, November 23. Tbe Berlin correspondent of " The Times' wires that there is growing friction between the German states ana Prussia from a variety of eau.-e. Tbe appointment is suggested of a German Minister enjiying tbe Chancellor's confidence to co-operate witb all the Grand Dukes, who in his derisions shall be answerable to the Refchstag.
