Kang-zu-Wei, the fugitive member of the Chinese Council, states that he has forwarded a memorial to the Foreigh Ambassadors at Pekin asking them to assist the |Emperor to destroy the power of the Empress Dowager. He points out that the self-appointed Regent has been guilty of murders, usurpation, acd regioide. The Chinese authorities have transferred troops from the province of Kiaug-su the scene of the Black Flag rebellion, to Chick-on-Fu l?), oa the right bank of >he Yang, tsa-kiang.
