NORTH ISLAND RAILWAYS.
Speaking on the Loan Bill as to the necessity of railway communication between Gisborne and Auckland, Captain Russell said that although he was opposed to a borrowing aoheme, be recognised that there should be no borrowing cscheme, bnt recognised that there should be no borrowing that did not provide for a distriot that had been so unfortunate in teh past in regard to public works expenditure. He referred to the East Coast district.
