THE ARBITRATION TREATY PROPOSALS. | [United Presa Association.] LONDON, November 5. Rtmterß* correspondent states that Sir Julian Pauncefote, tbe British Ambassador at Washington, is conferring with Mr Sherman, the American Secretary of State, with the view to reopening negotiations for an arbitration ireaty between the two countries.
