Au Onslaught on Capital. ■ [United Press Assooiation.l HAsiiiuno, Deoember 4. The strikers have asked the Central Committee to proolaim a general strike. LONDON, December 4. " The Times refers to tho dispute as a combined social and democratic) onslaught on capital. Hamburg, Decembers, A general strike has been proclaimed here, and 1000 labourers have gone out. It is feared that the leaders in Antwerp will adopt similar measures. Hundreds of Berlin police have been sent here to assist in preserving order. Employers state that dockers in England have advised the acceptance of tho terms offered, as there is only a semblance of success and that the men had better prospeots when Mr Mann organised ports on the Continent.
