The Russian Black Sea fleet is within 45 nijles of the Bosphorus, and the officers are constantly signalling to' the Kilo lighthouse, which is Id miles nearer. The Porte has directed 10 torpedo boats to defend the Straits. The expulsion of the poorer class of Armenians frq*n tho pity continues, though it has been somewhat mitigated at the iustance of Germany. Many Armenian bankers and wealthy residents havo been arrestod.
