[United Press Association.] - i - ; London, July 28. The House of Commons passed the second reading of the Uganda Railway Bill by a majority of 160. The Hon. Curzon, replying to Mr Labouehere, said if England did not open tbe railway irom the coast to the lakes, Germany would be certain to undertake the work. In the House of Lords the Premier said the Government declined to proolaim a holiday on September 23rd to celebrate the faot of the Queen's reisa exceeding that of George 111. He also said there were mauy practical objections to in* creasing the number of bank holidays. The Hon. Curzon explained in the House of Commons that the Government bad reoaat too duties of the commercial attache at Paris. His work would include Belgium and Switzerland. The Consuls in Spain would be increased and two others appointed in China and Japan. The attache at Berlin would watch British interests in Holland and tfoandi* navia.
