In celebration cf the anniversary of the enlranco to Rome, tho Italian Government has granted an amnesty to Sicilian rioters in gaol for ten years, and thoso sentenced for over that period havo thoir sentences reduced by one-third. Signor Crispi says that tho fetes aro not intended to offend the Popo, and it is diflioult to understand why he desired civil power, as no State gave the Chinch so much liberty, but if tlio clergy violate tho law and vituperate the Government, punishment will bo prompt and inexorable
