A New Loan.

That a new loan, and one of no meagre proportions will be proposed is a certainty. Tbe bait was thrown by Mr Guiness, at Greymou*(h, a few days ago, and promptly taken in various quarters — notably in Auckland, where, at tbe Chamber ol Commerce, one speaker, Mr Geddes, remarked that he was not prepared to thank Mr Ward because he bad added a few millions to the debt of the colony. It will be interesting to note how the Government will play with "the bait they supplied Mr Guinness with. Mr Treasurer Ward, who has told his constituents over and over again, on platforms and at banquets that "bis Government bad set its face strongly against borrowing and once more placing the colony in servile dependence on fore'gn dealers in money," will make no difficulty about swallowing those virtuous sentiments. He only bor rowed them from his foimer chief, Mr Ballance, who used them when formu- . luting the self-reliant, non-tforrowing polioy which gained tho present Ministry iheir seats; tho policy they havo continually evaded since his death j ihe policy tbey have impudently preached and studiously shunned; tho policy they bavo now openly abandoned to plunge inio a 1 deeper morass of debt than even Yogel ever dreamed of. "Can they bo cnecked?" is what sober minded people who remember only too well the dark days of suffering a recoveiy from, the last debauch of debt are asking. Aud lhe answer seems to be:-" Let the people dei eide." An appeul to tbe country is miii perative if the Government throws off tbe ' cloak now hiding its necessities and deßires. •
