Military and Civil Power.
[United Press Association,] Fams, June 20. M. Rousseau, Governor of French Indo-China, is returning to France. He assigns as his reason that he has come into conflict with the military authorities, and finds himself powerless to remedy the chaos that has followed their .resistance to the civil power.
