Half Holiday in Wellington.

At a meeting of the Conference of delegates on the half-holiday question, Mr Luke (the Mayor of Wellington), and Mr Bayliss (delegate for Melrose) were proposed ns chairmen. Mr Luke declined to vote, and there were tour for each. The City Solicitor was called in and gave his opinion that Mr Luke must vote, whereupon he gave Die voice for Mr Bayliss. The latter had no Boonet taken tbe chair and had the letters read .notifying the appointment of dele- ; gates) than MrHaroourt asked as to the legality of Mr Bayliss' appointment, stating he had been informed that he was appointed by the Public Work Committee of Melrose ana not by the Council. The Chairman said they had heard the letter read notifying i his appointment. Mr Harcourt persisted, and asked the Chairman to say distinctly whether he had been properly appointed.
