The German Army Rill.
Berlin, January 12
General Voa Caprivi in the Reichstag urged the expeudiency of passing tho Army Bill, alleging that it was possible that France might take advantage of any complication with Russia, relying ou tha German eastern frontier being too long to defend with the present army. In such a case the only chance lay ia assuming tho offensive, and to do that the army muat be materially increased.
