in, de Giers, Bußßian Minister of Foreign Affairs, who is now on a visit to. this oity, in the ooures of an interview with a diplomatic representative of another power declared that the movement of troops on the western border was merely for defensive purposes Russia and Franoe were both aware that the great majority of the Powers were aversa to war and no importance need be attached to these movements. M. de Giers is now interviewing King Humbert and the Marquis Kudini, Premier of Italy. He assured another interviewer that there were symptoms showing that the Czar wrs restraining the war party. Bussia would not lead Franoe into any rash act.
