Sir J 3?ayrer, the President of the Preventive Medicine Section of the Health Congress, in a paper which he read, said it waß now pretty generally understood that about one-fourth of all the mortality in England was caused by preventible disease, that the death rate of large communities might be reduced much below that at whioh it had been wont to stand, that the average duration of life might be lengthened, aud that the conditions of living might be greatly ameliorated. Preventible disease still killed yearly aboutl2s,ooo, and consider, ing the large number of cases for every death, it had been calculated that 78£ millions of days of labor were lost annually, which meant £7.750,000 per annum. This did not include the days lost by the exhaustion so often induced by the still too numerous unhealthy houses of the poor. Towns, villages, and houses were still built in an insanitary way ; the death rate was still higher and the expectancy of life lower than it should be ; and though we had got rid of the terrible plague of the Middle Ages, yet in this cenim-y now closing other epidemics had made their appearance. Cholera had four times visited us ; fevers, eruptive diseases, and diphtheria had prevailed, influenza had appeared several times, even recently, and after leaving us last year ouly to return with renewed virulence, caused in the United States a mortality almost equal to that of the plague.
