Melbourne, Thursday. The '"Victorian Government have decided to engage a, Lieutenant-Colonel and Captain of the Imperial Artillery, and a Captain of Infantry for the command of Victorian forces. HOB art, Thursday. The Hon Wm. Giblin, Colonial Treasurer, made his financial statement in the House of Assembly to-day. He estimates the revenue for the ensuing year at £516,000 and the expenditure at £482,500. The surplus thus shown will be applied to a reduction of the duty on tea by twopence per lb, and on sugar by 40s, per ton, the, removal, of duties on cattle. &c., and relief of the property tax. The total proposed remissions amounts to £43,253. The Treasurer announced that the; Government intended to borrow £3.50,000 f orj public works. Sydney, Thursday. The Municipal Council has been naked, but has declined, to take part in the demonstration which is being organised to j welcome Sir H. Parkes on his return from Europe.
