The Gazette announces that her Majesty has conferred the honor of knighthood upon Sir James Cockle, Chief Justice of Queensland, also on Sir Richard Davies Hanson, who is gazetted Chief Justice' of South Australia vice Judge Bootliby, deceased. After a long and animated discussion in the House of Lords on the preamble of the Irish Church disestablishment Bill r a division took place on July 20 with the following result : for certain amendments, 173 ; against, 95. Seeing the strength of the Opposition, Lord Granville immediately adjourned the debate for the purpose of consulting his colleagues. A compromise was subsequently effected between the Government and Opposition and the Bill has since received the royal aßsent. An animated debate took place in the House of Commons on the 23rd July, on the state of affairs in New Zealand. On behalf of the Government Mr Monsell spoke, and attributed the present alarming position of the colony to the neglect of the colonists to provide for their defence, and their selfwill in interfering with the troops; he entirely deprecated any interference on the part of the Imperial Government. Mr Adderley followed in the same strain. A Bill has been introduced into Parliament providing for the erection of a lighthouse on the Great Bass Rock, Ceylon, the estimated cost of which is £65,000. An increased toll on shipping of one halfpenny per ton is proposed. A.Dowell is appointed Judge Advocate General. The Bishop of Salisbury is dead. A Bill placing all Eglish telegraph lines under the control of the Government has passed the legislature. The Treasury has decided upon withdrawing the postal privileges granted in 1867 to officers of the Indian army and in the colonies. "Warbnrton, High Sheriff of Queen's County, Ireland, has been shot dead in a supposed agrarian outragp. The Queen intends to visit Ireland next year. The French Atlantic telegraphic expedition reached the American coast on July 24. The Viceroy of Egypt, in consequence of receiving important despatches from Constantinople, returned hurriedly from the Continent to Egypt. The sudden recall has caused considerable speculation. The cause has not yet transpired. A new French Ministry, consequent upon the resignation of former officials, has bppn constituted. LntourYPAuvergne is Minister for Foreign Affairs; Foscarde La "Roquette, Minister rmperial; Marshal Niell, Minister of Marine; Clmsseloup, President of the Council; and Rouhier, permanent President of the Senate. " The sittings of the Corps Legislatif are prorogued until November.
