PROVINCIAL COUNCIL.
THURSDAY, APBIL 29. The Speaker took the Chair at 5 o'clock. Present: — The Provincial Solicitor, the Provincial Secretary, Messrs. Edwards, Luckie, Hennelly, Kelling, M'Dowell, Irvine, Burn, Gibbs, Parker, Wastney, Sparrow, Baigenfc, Eeid,. Red wood, Beitt, Simmead3, and Donne. NEW MEMBER. Mr. Reid, one of the new members from the West Coast, wts introduced to the Speaker, and took h& -sat. MSo&OE. The following message was received from ids Honor. The Superintendent requests the following itema which were accidentally omitted under the heading, South-west Goldfields Police, may be added to the Estimates forwarded in message No. 1, viz.; two Sergeants, half-pay, £369 lls 3d; two Constables, half-pay, £225 15s. PETITIONS. The petition of James Jacks, praying for compensation for trespass upon his claim at Golden Bay, which wa3 brought about by an error on the part of the Warden, was read, and ordered to lie on the table. Mr Donne presented a petition from J. Lynch late Warden's c'erk at Brighton, praying for compensation for dismissal from his office. Mr. Baigent presented a similar petition from James Grove, late sub-inspector of sheep at Fox Hill. Both peiitbas were read, and ordered to lie upon Lire table. KEM.Y TO THS ADDRESS. Mr. Parksb moved the adoption of the Report of the Select Committee appointed to prepare a Keply to the Superintendent's Address. On the motion of Mr. Baigent, its further consideration was adjourned until Tuesday next* PRINTING COMMITTEE. On the motion of the Provincial Secretary. it was resolved, That a Select Committee be appointed to select Papers to be printed in the Votes and Proceedings of the Council, such Committee to consist of the Speaker, Dr Irvine, Mr. Parker, Mr. Donne, Mr. Luckie, and the mover. VOTE IN AID. The Provincial Secretary moved, That his Honor the Superintendent be authorized to expend a sum not exceeding Six Thousand Pounds for Salaries and Contingencies. Dr Ibvikb seconded the motion. Mr Donnb wished to be informed what was meant by the word contingencies. Did it include any portion of the expenditure incurred on account of the Duke of Edinburgh ? It was in no spirit of factious opposition that he asked the question, but simply with a view to elicit information from the Provincial Secretary. The Provincial Secbetabt stated that they were the words usually adopted, and that by contingencies was meant all expenses other than salaries. It was merely a formal vote to enable the Government to carry out existing liabilities, and would have to come before the Council again in the Estimates. Motion agreed to. PROVINCIAL COUNCIL BILL. The Provincial Solicitor in moving the second reading of this Bill said that he believed that it was the general wish of the public and the Council that a bill of this description should be introduced, and the only question was in what shape it should pass. The Government had taken a large amount of trouble to derive at a fair basis of representation and they considered that neither population, the numbet on the roll, nor the amount of property should be considered separately, they had therefore endeavored to embrace all these claims. No doubt, dissatisfaction would be expressed at the new Bill in all those districts whose number of representatives waa to be reduced, but he trusted that it would meet the approval of the Council collectively. Mr. Redwood seconded the motion. Mr Simmonds moved the adjournment of the debate until Tuesday, in order to allow members time to give full consideration to the provisions of the Bill. Amendment agreed to. MOTUEKA. CEMETERY BILL. The Provincial Solicitor moved the Second Reading of this Bill The Bill was then read. a second time, and on the motion of the Provincial Solicitor, was committed, and passed through without amendments. The Speaker having resumed the Chair, the Council adjourned at 8.40 pjn. until 11 o'clock this morning.
FRIDAY, APRIL 30. The Speaker took the cbair at 11 o'clock. Mr B. Bbbw moved that a Select Committee be appointed to consider the Petition of Mr M. Campbell, with power to call. for persons and papers; »uch Committee to consist of the Provincial Secretary, the Speaker, Mr Parker, Dr brine, Mr Baigent, Mr Luckie, and the mover. Motion agreed to. Mr Donne moved that the Council resolve itself into Committee for the purpose of considering the Standing Orders, recommended fry a Select Committee of Jast Session. On a division, thu motion was lost, nine voting for it, and ten {i!*a.iosfc. The Council then adjoxirned until Tuesday next at 5 p.m.
