Mr Disraeli has issued an address to his constituents, reviewing the Conservative administration. He declares the Army and Navy to be effective, and he affirms his uncompromising hostility to Mr Gladstone's Irish policy, which he belives to be dangerous and consummating the ends of Romish supremacy. The Times expresses surprise that the Government has neglected meeting the wishes of the Australian colonies to extend telegraphic communication to these shores by way of India, especially as Victoria had offered to contribute largely to the object October 2. The Queen's health is much improved. Wool is firmer; 40,000 bales were reserved from late sales. The revolution in Spain has bees highly successful. The Madrid garrison fraternised with the people.
